Electronic Office Business Standard Project (SPEUP) rendered

The Central State Administrative Office for e-Croatia, upon the consent by the Ministry of Public Administration, has rendered the Electronic Office Business Standard Project (SPEUP), which, in accordance with Article 75 of the Office Business Regulation (OG 7/09) in all state and legal bodies in the Republic of Croatia, governs electronic office business. This is the official version of the document (SPEUP Ver. 1.0) whose initial working version was presented on 26 January 2010 in workshops for representative of state government bodies and economic ICT sector.

Electronic Office Business Standard Project represents the start of work on standardisation and implementation of electronic office business in public sector. It also represents a unique specification, i.e. standardised group of requirements to be met by the information solution for electronic office business in the Croatian state and legal bodies. At the same time, it contains a list of all business processes arising from the Office Business Regulation, their detailed description and diagram of activities within these processes, as well as the specification of mandatory and optional functional and non-function requirements to be met by each office electronic business system. The document gives a detail description and definition of XML structure of all elements creating e-Dokument, e-Pismeno, e-Predmet, and e-Pošiljka. Such standardised XML structure should facilitate that all state and legal bodies can, through their respective information systems, exchange electronic documents, communication and items in a „machine“ comprehensive manner, regardless of their producer and type of solution’s technological platform used by individual body in their office business. Besides, the document contains the methodology for Standard Project application describing various different scenarios for its use in different state and public bodies.
  
In relation to the publication of the subject document, Igor Lučić, the State Secretary of the Central State Administrative Office for e-Croatia has said: „I would like to thank all the people who, by expressing their opinions and proposal, have contributed to the preparation and form of this document which, surely, represents a turning point in the development of electronic government“, and concluded: „The main goal of this document is to offer a specification of standard requirements applying to electronic office business systems, with which all existing and future system must be aligned in all state and legal bodies in order to be logically inter-connected into one functional unit, and to enable improved efficiency of the public sector and to achieve considerable budget savings..“
  
The project of implementing electronic office business will continue through e-Office forum which was initiated in May 2010.
