ANNOUNCEMENT: Milestone in the development of electronic government: the Croatian Interoperability Framework adopted

By setting up the Croatian Interoperability Framework, currently separate information systems of the state government bodies will be connected to the networked government. This will improve information management process and data exchange among state government bodies, whereas the citizens will be able to carry out public services electronically in simpler and faster manner.

Today, at its 62nd session, the Croatian Government passed the Decision on Setting-up of the Croatian Interoperability Framework and adopted determinants of the Croatian Interoperability Framework, according to which inter-alignment of state government bodies' information systems would be carried out. These are the most significant documents drafted by the Central State Administrative Office for e-Croatia within the implementation of the Strategy for the development of electronic government, in association with the representatives of the academic community, all state government bodies, and local IT community.
  
The goal of the Croatian Interoperability Framework is to create conditions for the communication among existing systems and faster data exchange among citizens and government officials, enable the electronic provision of public service, and facilitate automatic exchange and use of great number of data filed in state registers and for commercial purposes.
  
 The documents were presented to the Croatian Government by Igor Lučić, the State Secretary of the Central State Administrative Office for e-Croatia, who said: "As the result of intense investment into informatisation by the Croatian Government, particularly in the past few years, today we have highly informatised state government bodies, abundance of electronic projects, registers and foundations for further development and construction of safety network for data exchange – HITRONet. None the less, present state government is informatised in the manner that every government body is in itself a kind of "information island". Therefore, the passing of these documents is necessary to enable further passing of rules, regulations, norms, support services, resources and implementing measures for creating electronic and networked government. At the same time, by setting up interoperability, 250 million HRK will be saved in the State Budget on an annual basis, while savings for the overall economy will be even greater".
  
The documents have been prepared on the basis of analysis of best practices of European Union Member States as well as other countries with highly developed electronic government. The documents have also been aligned with the European Interoperability Framework. This will eventually enable safe and efficient data exchange not only among state government bodies in the Republic of Croatia, but also between our state government and the European administration. Adoption of the Croatian Interoperability Framework represents one of the implementing activities of the Economic Recovery Programme of the Croatian Government within which it has been planned to achieve considerable savings within the meaning of more efficient management of resources intended for the development of information systems of the state government bodies and decrease in costs for citizens and entrepreneurs related to obtaining of available state government data and acts.
