Why did the Government decide to found the Central State Administrative Office for e-Croatia?
In a nutshell, the Government decided to found the Office in order to encourage the development of the information society in Croatia. Today, the information and communication technologies are generally recognised as one of the main enablers of the economic development. The Government has decided to found the Office in order to give more importance to this issue, and has therefore founded it as a central state administration body – i.e. it is not only a professional service of the Government, but also a body with much larger authorities. Central State Offices, i.e. their secretaries, report directly to the Prime Minister. The Government, thus, wants to attach the most possible importance to this project, since central state offices are founded for certain areas of special interest for the Government work.
 
 
What are the objectives of the implementation of e-Croatia 2007 programme?
The objectives are to provide the citizens and economy with the best quality and the largest possible use and exchange of information thus opening the way for the active participation in the global trends, pursuant to European recommendations. Activities within the e-Croatia programme are carried out in several areas. The first type of activities refers to the promotion of the development of electronic public services and contents, such as e-Government, e-Justice, e-Education, e-Health and e-Business. The other type of activities refers to the establishment of safe, quick and secure broadband infrastructure supporting those services and contents.
 

What is the objective of the HITRO.HR project?
The objective of the HITRO.HR project is to hasten the communication between entrepreneurs and citizens and the state administration bodies. HITRO.HR programme has been conceived as a programme that includes all separate projects of different state administration bodies and represents the realisation of the One-Stop-Shop concept we would like to perfect to the ultimate 'all in one place' point. The basis of the project is the list of twenty basic areas of services which we will persist to informatise. It consists of twelve fields of services for citizens and eight for entrepreneurs, which the European Commission has rated as areas of public services with the most frequent interaction of citizens and business entities with the public administration. For citizens, these are the areas such as, income tax declaration, employment services, welfare benefit, issuing and extending the validation of personal documents, vehicle registration, obtaining construction permit, registering with the police, public libraries service, access to the data from public registers, university education, place of residence registration and on-line health care services. For business entities, those are the areas of social insurance of employees, declaring profit tax and income tax when registering companies, submitting data to the Croatian Bureau of Statistics, customs declaration, environment protection and public procurement.
 

What are the activities of the Central State Administrative Office for e-Croatia in the area of e-Education?
The main task of the Central State Administrative Office for e-Croatia is the coordination and monitoring of the implementation of e-Croatia 2007 Programme which also includes wider information education with the purpose of creating a society of knowledge. The Office does it in cooperation with the Ministry of Education, Science and Sports which is the carrier of the education policy in the Republic of Croatia. Basic activities are, on one hand, directed towards creating a full technological infrastructure in schools and universities, and not only by networking computer equipment, but also by networking the contents, and on the other hand towards the systematic introduction of information contents to education curriculum of all professions.
 

What is the objective of the e-Croatia programme in the area of broadband Internet?
In the implementation of the e-Croatia programme, we follow the European recommendations emphasising that broadband services enable the creation of new markets, increase the productivity of employees and create added value to business processes, efficiency of public administration and quality of life. The more expanded use of broadband opens up the possibilities of creating new markets for the new generation of services and contents. The government, shall, on its side promote open and interactive public services, already carrying out operative measures for enabling the connection between the public administration, schools, hospitals and public health care institutions.
There is a possibility in Croatia to develop local broadband networks through special projects. This includes the possibility of private-public partnership and existing and new telecom companies can participate in such a project. The initiative must be local via the development of the so-called e-towns and realisation of a vision, with the support of the Government. It is also important to make a good analysis of actual possibilities and costs in each individual case. European experiences (towns in Netherlands and Portugal, for example) show that those communities which have successfully realised such projects, have significantly increased the level of new investments and achieved a significant growth.
 

Could you give a short introduction of the National Programme for Information Security in the Republic of Croatia?
The Programme is a framework strategic document whose objective is to establish a system of information security in the country. This implies adopting the national policy for the information security as well as the number of implementing rules in narrower security areas (staff security checks, physical security, data security, information system security, third party access and external cooperation security).
