Implementation of the Strategy for the development of Electronic Government in the Republic of Croatia for the period 2009 – 2012 in 2009
The implementation framework for the Strategy for the development of Electronic Government in the Republic of Croatia for the period 2009 – 2012 in 2009 has been included in the Action plan which makes a constituent part of the Strategy whose implementation has already commenced.
 
Activities stated in the Action plan refer to the creation of electronic government system as a whole within which, both existing and new systems in state government bodies will be connected. For this reason, activities states in the Implementation plan of e-Croatia programme for 2008 have been omitted therefrom, since these make a constituent part of the Strategy's Action plan.
 
Electronic government in the Republic of Croatia is not being built from scratch, yet all accomplishments and solutions present in any form in state government are taken into consideration and they need to be adjusted in order to obtain functional and networked government assisted by information and communication technology within a year or two.
 
Upon adoption of the Strategy, we have singled out prioritised projects whose implementation represents the basis of the overall development of electronic government in the Republic of Croatia:
  • making of Croatian inter-operability framework,
  • eOffice pilot project – system for electronic office operations,
  • pilot project of the integrated authentication and authorisation system,
  • pilot project of inventory listing of IKT resources of state government bodies, and
  • further upgrade of HITRONet network.
These projects are primarily directed towards the reorganisation of the former work of the state government, which in the future should rely more on modern technologies. Projects such as: eJustice, eHealthcare, eBusiness, and eEducation show that we are on good way. Therewith, improvement of business processes in certain departments has been successfully carried out. Moreover, as is shown, and as we also anticipate with the electronic government, is that modernisation does not finish with just transfer from manual to computer work.

These are the systems which by introducing contemporary technologies oblige to constant improvement, creation of new and better working methods and encourage creativity and efficacy of government officials in service provision.
